Levying the province is distinct from mustering levies in the province. Mustering (levies) and levying are separate actions. Only province rulers can levy, anyone can muster (using their holdings).

Correct. Though there is a cost to levying provinces, if you have full level of holdings, they permanently drop a level when the province is levied.

yeah you can double levy if one of them is a province levy that lowers the province level. You risk losing a province level permanently and any holdings that were capped at province level lose a permanent level so it is punished for doing it and I see no problem with the double levying with those consequences.

And the permanent loss of a province level only occurs if you attack out of your realm, so easily avoidable. The penalty for losing holdings though more than offsets the extra levies called up via the method.

Province 4 Law 4 Guild 3 Temple 4.... you LEVY a province and the province temporarily lowers to Level 3 but all those holding that are level 4 lose that level 4 and have to be ruled back up again. So in the above example the Law and the Temple would each lose a level. The Guild is only Level 3 so when the province drops to level 3 it does not lose a level like the other two holdings did. And if the Levies that were made from Levying the province die away from their home province then the Province level stays at level 3.

That is correct.

Fighters getting to muster levies "free" isn't a bad idea to consider, for future games. The knock-on effect is that Fighter can train units slightly cheaper that way too.

We changed that last game, didn't we? People were abusing province levying to drive down hostile holdings without occupation, so it became temporary.

I was told it is permanent this game. Two games ago it was temporary.

It is a permanent loss this game, if people try to levy-destroy holdings, their own are going to be the first to lose levels. In fact, I will just make that the rule. It is their loyalists who join first.

Can you explain with an example? Dont all holdings get reduced?
