Or maybe, each regent has zero settlers. The gateway province starts at some level (maybe 2 or 3ish), and has no owner - so, holdings can be created in it, but it cannot be invested to anyone until there's a temple established to perform the investiture - and anyone with a holding in it can bid to support or oppose that investiture.
Settlers could be added to the game over time - maybe X settlers arrive each turn, and there could be a mechanism to bid for them. If nobody bids on them, they settle somewhere random in the manner of the first province, where nobody owns it but holdings can be established. Maybe settlers could also be "rescued" by way of random adventures, and claimed in that way.
But at this point, this is a tangential discussion now and maybe should be split off to a new thread: game set-up ideas.
edited to add: maybe the gateway province isn't a province, but a high-level city: 6+. Lots of room to establish holdings. Maybe with a level 0 or 1 province attached, so there's source capacity too.
