Look at the silly number of pretty useless Wizard spells that all deal with fighting other Wizards. Trace Leyline/Sunder Leyline/Poison/Enhance.. etc. It seems to me that the design-intent was for wizards to operate in their own world and fight each other. If you didn't have an aligned wizard you were in deep trouble against an active enemy wizard.

Absolutely agree...and yet in the past five to eight games, how many of those spells were even taken -- much less used?

Well most of the wizards spells are just garbage but that still should not make it possible to forever loose access to your capital. And you can not choose the competence of the regents around you.

Action cost to learn a spell is very high - you pay dearly to learn niche realm spells that you are highly unlikely to cast. It means you have to focus on the spells you know you will use.

Yeah, for that matter, a Priest can also Dispel Wards, if they have local temples. Or pre-emptively protection from realm magic the province.

Little-used spells could see more use in a game that ran long enough for legacy spellbook trading to become a thing. Maybe that bit about 'ancient as well as contemporary ley lines' could even become relevant, if a wizard with ley lines dies without disbanding them.

Only if priesthood took Dispel Realm Magic and or Protection from Realm Magic. Faiths are pretty limited in spells.

Encourages Faiths to cooperate and interact, and share spheres of influence. Having 2 faiths in each provinces practically doubles the number of spells available in them.

Still does nothing for the province where it is occupied and the temples and sources burned out and ward then erected.

Base example to look at is a wizard regent with the province as their capital and a source 5 in said province. As written, once the ward is enacted there is no way to bring it down by an outside party.

They cannot ley line in, no source to anchor.
They cannot dispel, no source to power it.
They cannot move an army in, blocked by the ward.
They cannot assassinate the wizard, no domain actions other than create Ley line and dispel are allowed.
All of the Sunder, Trap, screw with ley line spells have no impact in this example.
There is zero opportunity for conflict with said regent now.

The spell, as currently written, is broken.
