That is a good point. With training Cavalry so difficult it makes Infantry the best unit by far.

We need some sort of middle road.

Suggestion. Use old campaign muster limits as a soft cap.

Law/2 + Prov/3 + Temple/4 + Guild/4 = Soft Cap, Train at +50% bonus

101-150% Cap: Train at non penalty/Bonus

151-200% Cap: Train at 30% penalty

200-300% Cap: Train at 60% penalty

301%+ Cap: Train at 90% penalty

Skirmisher units or medium units could be a thing. But probably not in a smaller scale game

Basic infantry (and pikemen) having 1 movement point instead of 2 would make irregulars more useful, since they'd be able to keep up with archers and other units. By extension, this would make everything other than infantry more useful, because infantry wouldn't be present at every battle.

They'd be present, because people would slow their whole army down to accommodate. Infantry/Archer core is simply... way way too good, not to accommodate them being slower. Or you just... only move by sea.

BirBattle currently has the above stats, runs battle, archery rounds, disengaging, breaking, etc... it's not that bad, actually. And pretty easy to modify if I wanted for stats, or new units.
