It turns out, the elves so callously murdered by Shireen, were meant to bring the Hegemony to an age of enlightment and peace. Unfortunately, due to their death, they were no longer able to turn the Hegemony into the bastion of light it had been intended...

I think prophesying that someone is going to murder you isn't very useful if the prophecy fails to mention the part where you burned their house down and they caught you snorting the ashes.

I am curious which one of us was responsible for 'the great sundering' though.

I am considering my building being the Department of Mount Travel, where people have to register for riding licenses.

Building Caps: 1 building level allowed per holding or province level (total). So, you have to chose what building you want to set up... Want a School/Gymnasium and Hospital 5? That is 7 holding levels used that cannot go somewhere else. Every Fortification over holding/province level counts as a Building towards this Cap. As does every Palace level. THIS IS TRACKED ON A PER PROVINCE BASIS.
So, to make sure I got this clear, if those building levels for the School/Gymnasium/Hospital levels are put in, you would still be able to upgrade holdings...right? It seems pretty clear to me, but I've got a niggling little doubt that makes me want to clarify before I get too far into the game.

The holding levels are a cap on buildings, buildings are not a cap on holding levels (though granaries cap province level, which caps holding levels).

Correct, can still rule up holdings. It functionally just means that in an example province...

CapitalVille (5/0): Law(5), Temple (5), Guild (5)

You could have 20 building levels in total.

If you had the School, Gymnasium, Hospital 5, Granary 3... you can have 10 more building levels in that province.
