Or XP. In fact, 3000 XP costs 1 DP and gives you +2 to initiative, and 6000 costs 2 DP and gives +3, so it's more efficient to buy XP than initiative bonus, for that purpose. (Later on, initiative from DP will help more, though.)

"Yes" sort of. If you are multiclass, the calculus is different. And for the purpose of starting, correct. But a flat +X to domain initiative forever (domain tied, not character) is long-term potentially more useful.

Since I have the same problem, I have learned to just make my plans assuming I will roll ones. For example if I want to play a dwarven regent and there are 5 others who choose to play one as well and they go before me do I have to play a dwarv in the lowlands or forests or would you allow another race? If location is taken before me where do I end up?

If there were five Karamhul regents, more than one player would voluntarily change their concept. Even three might be a crowd. If there were as many characters with a favoured terrain as provinces with that terrain, that'd mean those with other favoured terrains would have 5+ provinces to themselves.
If you choose a location and someone else beats you to it, you choose a different location. There's more provinces than players, so eventually you'll receive one.

Tentative numbers, I think:

3-4 Goblins

4-5 Humans (or half-humans, leading humans)
