The stone-in-hills would I think be randomly assigned, in game. So you don't know ahead of time... moved some rivers too.

Why do we have 'resources', again? What problem is it meant to solve? From my perspective, it just unbalances the game start and makes guilders harder to deal with. Aside from 'the race for stone', there's also a race for iron, which takes a lot of the fun out of the early game. Later on, everywhere has resources, but the rule provides a way to destroy high-level provinces without entering them. I don't think guilders need the extra power. I don't think elves or dwarves need it, either.
We can have the rule that trade routes need to be between different cultures or terrain types without resources.

Resources isnt something I am a big fan of either. If we do remove them, we might aswell remove chained traderoutes too.

Trade chains wouldn't have any effect on the game without resources, since distributing resources is the only thing they do.

I think it's another way of forcing player interaction for access and a catalyst for getting shit started between players.
