updated the blood abilities that gave +5 to creating spy rings, to allowing a spy ring (basically +1 Spy Ring slot)

If you don't have a trade house, what's the rule about spy rings? I assume that they can only do it in their capital province would be the way to do it, but what if they somehow get two blood abilities that allow spy rings?

Edit: Capital. If you somehow got both that grant spy rings, another province you own... if you don't have 2 provinces... I guess an adjacent province where you have a holding, I suppose.

Some spell descriptions need to be updated now that we're no longer using Levels of War. Chiefly, the ones that affect a certain number of army levels.
