Raiding is meant as a small scale, semi-profitable undertaking. It is fine as posted, I think. Marginally profitable, more damaging than profitable perhaps, but none the less. Okay.

Adventure you net, what ... 1-4 GB/RP on DC1
Raid you net... 0-3GB *BUT* you also remove 0-3GB from someone else
Or you steal a resource you need, and reduce target GB by 0-3GB

Later if you had 20 scouts, you could make more GB I suppose on a raid (though that does seem kind of silly that you'd raid with 20 scouts).

If there's 20 scouts raiding a level 10 province, I would expect the leader of the horde to resemble the Easter Bunny.

That would be profitable though...

DC 5 - 10 (prov) - 20 (scouts!) - 3 (move) = -28 DC, heh. So 8-9GB average gain?
