When we get to the Domain Point purchasing phase:

Can we purchase XP for a Lieutenant?
If yes, does that count towards the max 2 experience purchases, or could both a regent and their LT start at 6000 xp.

You can buy XP for LTs. I guess you could buy it twice for each character, if you wanted.

Where did you land about sources? Can anyone still fuck with them or do you have to use the realm spells against them?

Currently, Law with wizard assist or of course any wizard with source can contest.

I am leaning to only sources can contest sources.

Will non-mages still be able to create and use sources of things other than spellcasting?

Will anyone still be able to create sources, even if they aren't a mage?

I would hope one would need a blooded wizard lieutenant to create a source and only with that lieutenant's action if you were not a wizard.

Yeah. A blooded LT wizard can create a source, and could LT action contest with it.

Is the only way to get a blooded wizard LT is to hire them from a great captain event (assuming the great captain has and is one), or to have a child in play and wait until they're old enough and done training?

I believe that in the past players have invested LTs with bloodlines from other blooded characters (their PCs, or otherwise) at Investiture ceremonies. Slows your bloodline up a little bit but the benefit of having a blooded LT may be well worth it.
