It would be better for Juan to process turns then xp balancing. There seems to be a growing player exodus, so it would be best to get back to normal asap.

Rule 1-2 = 1000XP, or 2000XP for wizards
Rule 2-3 = 1500XP, or 3000XP for wizards
Rule 3-4 = 2000XP, or 4000XP for wizards
If you just take the Source 4 * 500XP = 2000 too much. But it's actually... 2000+1500+1000 too much... so... way too complex. Just leave it as is.

It's not complicated for each wizard player to calculate how much XP they got from ruling sources. If, for example, you ruled five level 1 sources (or other hidden holdings) to level 2 and two level 2 sources (or other hidden holdings) to level 3, but failed to rule the other 3, then you know you earned 2x(5+3)x500+3x2x500 XP=11,000 XP more than you should have. Easy peasy. Subtract that and it's like things were never broken.
