Labour isn't about the process of aging/development. That is purely delivery mechanism. Anyone in the last prospective week or so of pregnancy would not be affected let alone one in middle of labour.

Ahhhh haste spells.
3 games ago, young Halfelf with major long life and a buddy Halfling Alchemist just drank haste potions at parties. Few others accepted offers to share, only Rhyel and Har'laquin ever did.

Yeah. Or more. The risk would be that the baby wouldn't be prepared to breathe on its own, not that it wouldn't come out.
I tend to think of 'growth' and 'aging' as separate things, but I guess D&D doesn't so much.

You stop "aging," but really it means changing physically. You don't have periods, you cannot conceive. If you were pregnant at the end of T6 for some reason, you'd still give birth. But you are not conceiving a child in Turn 7. And since we have hand-waived that you just decide to have a kid, and do - this just means in turn 7, you cannot decide that.

Mental development is also a product of changes in physiology. A 27-year old human might grow as a person during the period because they're already fully developed, but a 16-year-old probably would not in the same way because they're still stuck with the hormonal surges all 16-year olds have to deal with. A 3-year old stuck as a 3-year old for two years wouldn't become more mature because their body can't go through the changes that would let them have the capacity to behave in a more mature way. Their brain wouldn't develop further so, even if they stick more knowledge/data in there, they're still stuck understanding that information with a three-year-old's brain.

While I agree it doesn't make that much sense if you drill down into the scientific basis for what is happening, it's magic... The point is more that you stop physically aging for 2 years, while you continue to mentally age for 2 years. To represent the God's quasi-control over time/aging process.

But if sitcoms have taught us anything, it's that even in temporal stasis, mental development comes from a series of sudden epiphanies brought on by wacky hijinks.
