We will go with the interpretation:
Cathedrals multiply the value of the Relic-Shrine attached to. If no Relic is present, it is a simple multiplication of Shrine level x half-cathedral effect.
0 Relics, Shrine 10, Cathedral 5 = 10 Relic value
1 Relic, Shrine 10, Cathedral 5 = 1 x 10 x 200% = 20
2 Relics, Shrine 10, Cathedral 5 = 2 x 10 x 200% = 40
3 Relics, Shrine 10, Cathedral 5 = 3 x 10 x 200% = 60
The alternative reading was that it was:
(Relic + Cathedral Modifier) x Shrine Level (so 10, 20, 30, 40 in the above examples).
I think both readings are supportable, but it was inelegantly written to be quite ambiguous.
I understand this dilutes the value of Relics considerably compared to what some had assumed, and modifiers efficient behaviour. In theory, it could allow people to try to split off extra Gods in their own mini-pantheon if they wanted. I think there are upside and downside for both interpretations, but in the end, the interpretation chosen is the one we will go with.
You will have until the end of Turn 20 to modify where/what your Relics are doing, if you want, before it takes full effect.
