The province races at least are set, and choosing the human culture of your province does give an advantage (or rather, choosing anything else gives a disadvantage to actions) - with the exception of course of the dwarves in Ruorkhe.

You can be an anuirean half-elf I guess.
Maybe make make multiclass only gain half RP from each of their classess I guess? Or, (I do not know if this is possible in Birmail), penalize non humans with 10-20% xp to make up for longer lifetime?
Of just block other races, and we only allow the dwarf, all others must be humans. Then they cannot be multiclass.
Half elves are really the biggest issue, Dwarfs and elves lose a bit on heirs not growing up for ages which makes up for some.
In the end, I will play and be happy as it is or either of those.

I am going human. I don't think multiclass is too huge advantage in itself - I suspect a number of people may want to rearrange or swap holdings to stream line their domains early in the game. After all - people need to create trade routes with each other. Stabilizing control over key resources could be a negotiable thing in itself.

You mean pre-game? No. If you mean 'can I pay to send a LT to an Academy' as if they were an heir going there, yes.

Is it an LT action or that the LT cant do anything else that turn? How much XP does he get. Is it a one time thing when you recruit the LT or can you train during the game?

It is generally better to recruit lieutenants from the Academy, than sending them later to upgrade. I guess could spend a LT action to send one off for the turn, and gain academy level +1 x1000 XP.
