The resource is in () beside the name of the province, you can see it if you click into Chimaeron.
I don't put it when it is default, Forest and Plains are automatically what they are

Max province level, does those rules apply to this campaign?
Notice my province(and a few others) are already too high according to those rules...
(high mountain max 1 pop according to race and terrain details.)

Lord Mayor Cowell V was the prior Leader of the Council, prior to his suicide by daggers to the back. As noted, the Chimaera will seek revenge on people if demands to the Council are not met. The demand that she made to Cowell V is unknown to the players.
The revenge may be random, or directed. Generally at the Leader of the Council, of course. But that is not always guaranteed.
