Free Action RP transfers require a vassalage agreement.
Setting up an RP tribute, requires an investiture action, unless to/from a vassal
All the Mayors, and WB and TF are 'vassals' to the Council of Leaders (all members of the Council of Leaders are vassals to the organization)
All members of the Council of Leaders, and the Council of Leaders itself, are deemed to be vassals of the Chimaera as well

In this game, can you do a war adventure without sending any units, so long as someone else has units present? I.e., could I go to assist with the undead incursion in Mhowe as a DC whatever unit without mustering any levies to throw in the meat grinder? Strictly hypothetical, of course ...

Yes, you can do that. Of course there are always risks in battle. You just cannot go on war adventure on the foreign adventures without some units tagging along.

Is that to find them(to desecrate the source) or to even know they are there?

If they had a blooded wizard directing where to build the settlement, yes (ie if a blooded LT or the wizard's source you didn't want to touch).

Once you have the appropriate blooded mage scouting information, sources can be militarily destroyed though correct?

As per the rules for occupying and driving down sources, yes. Your army needs to be led (read war action spent) by a blooded wizard, and have sufficient number.

Unofficial Benefits (if you have 50%+1 of the holdings in a Realm): If province owner (or another State Law/Faith/Guild/Wizard) attempts to occupy and destroy your holdings, the armies have a chance to defect. DC to save, for each unit involved, will be D10 v DC(10-Tier).
