I must have remembered an early version of rules where high mountains got high value mines and that was all.(precious stones)

Dwarves need someone to send them wood for boats and Xbow, but with stone-capacity they likely have a trading partner eager to trade stone for wood.

Where do the raiding rules stand currently?
It would seem like an a valuable addition to early game to be able to raid provinces or trade routes for resources. Gaining resources to allow X GB of build or training actions, instead or in addition to GB gained. Maybe instead inflicting GB losses, causes holding or route to be contested.
It might be a useful mechanic to use for Hegemony harassment. If insufficient merc contracts are filled then, x number of provinces are raided.
It could also be a new random event for military incursions.

I like the idea of resource raiding. The negative impact to the target has to be pretty big, so people don't "free raid" each other.

Thats why i figured it would contest the holding/route.
Victim loses 1 turn income, 1 action to rule out of contest, and temporary loses the resource.
Raider only gains 1 or 2 GB/unit max 2x prov level, of the resource. It is going to require 2+ raids for even inexpensive buildings.
It would have to be a really good friend to allow such friendly raiding.

Even just the action cost would still be very serious. Creating a trade route or ruling a holding gives you 1-2 gold per turn forever at a very low price. Raiding is likely to give you only two to four times that per attempt, and the maintenance cost for the soldiers will exceed the returns unless you do it constantly.

It's also a nice strategy as well, if you want to create tension / cut enemy supply routes.
