Even allowing that 3 of them are probably dwarves/orogs, who will likely to be squishing into the already crowded SW, 8 more regents is going to make things pretty cozy. With 46 provinces and about 24 regents, that will work out to about 1.9 provinces per regent. Of course, some of those regents will likely consolidate/sell land to become unlanded regents, but that's still a bunch of very small city states packed into a very tight place. Should be delightfully messy!
