In the original game you could make a decree and get like 1 GB I think. Is that a thing in our game?

You could for the cost of 1GB as a Free Action, generate 1d6 GB income by seizing assets, passing tariffs, etc.
Hilariously it says in the blurb, cannot effect another domain in any way
then proceeds to list possible effects
-d4 to another regent's actions in your province
create a minor random event against someone, such as monster/brigand event, diplomatic mission.
It suggests there should be negative ramifications for doing these type of decrees that is at DM discretion.

Our house campaigns use the rule as a special "War Tax." loyalty would quickly drop if it wasn't a defensive war, or potentially result in rebellion if the cause for war was not good enough.
